oh I don't know. it's pretty classic shield. they win either way. if I don't do like the ominous note says, I'm noncompliant and they can use that as an excuse to get meaner, not that they need it. if I do come here, I'm more visible to them which makes the largely incompetent agent assigned to me's job easier. I keep just a low enough profile to be annoying to keep track of I think.
